To really help, we need to know EXACTLY what type of plastic it is.
But first, drilling will not make a round hole. This may be your
problem, or part of it. Second, yes, freezing uhmw can help when
machining. Third, try boring, or in the absense of being able to do
that, at least reaming the hole to size. And don't forget that
even "slippery plastics often benefit from lubrication.

P.S. Does it pull out one direction easier than the other? (or push
through easier than to pull back out? There may be ridges from the
lips of the drill, making a nice "one way" set of "fingers" in the
hole (like a porcupine quill). Or you may be pulling off axis, and it
is binding. Try clamping the rod, and moving the plastic block on and
off.
