It should be able to be done. The original EMC installation by NIST was a
Kearney and Trecker for GM that had a 68 (I think) position toolchanger.
Do a search on Google for "Kearney and Trecker retrofit" and you should
fine some info.

It will take some investigation and you will need much more I/O than
a standard parallel port.
The toolchanger probably runs off it's own PLC. You will have to
decode the sequence of events to the proper outputs. Also the
control goes into a type of feed hold during the toolchange with the
control waiting for a "ready" signal.
The spindle may have it's own control to for braking and angular
position.
Definately have to break the system down into each of it's stand
alone subsytems first.
