encoder testing (tester)

Does anyone know of a design for a simple 5v TTL quadrature encoder
tester? Perhaps using LED's to show the switching of each channel. One
more wish would be that it's battey powered so it could go to the
machine for the test. Very clunky to use a scope for this purpose, and
catching that marker pulse is a trick.
