Placed the multimeter probe set to measure voltage at the spot on the
board for checking Vref and set the motor moving using MDI or jog
mode.

You can also try putting the probe at the motor output and jog 1 step
at a time. You should see the voltage swing from +13.5V to 0 then -
13.5V. Are you using full-step or half-step?

If Vref increase when stepping and/or at the motor output terminal,
the voltage swing as indicated, but the motor step doesn't move
properly, then it could be one of the motor wire is loose
