You can also try putting the probe at the motor output and jog 1 step
at a time. You should see the voltage swing from +13.5V to 0 then -
13.5V. Are you using full-step or half-step?
If Vref increase when stepping and/or at the motor output terminal,
the voltage swing as indicated, but the motor step doesn't move
properly, then it could be one of the motor wire is loose
