You need a transformer that will step 220 up to 460, and a 460V three phase
motor of power similar to your mill, or anyway about half that rating.
Transform the 220 to 460, then supply that to any two legs of the motor.
Kick-start the motor. There will now be three-phase 460 V on the three
motor terms, which you wire to your milling machine power switch as always.

To get fancy you would want a starter circuit, but I get by with just
kicking at a pully mounted on the motor. My idler motor is 1 Hp, mill is 3
Hp. It has always worked fine, doesn't overheat idler.
