No difference, they mean exactly the same thing.

You might take a look at my description of how to do radius offset compensation
in the FAQ at http://206.19.206.56/diacomp.htm

That drawing, by the way, is done exactly as you did, with a pen in the spindle.
I made a steel tube 1/2" diameter, with a spring-loaded metal pen refill cartridge
that is accurately held by a sort of collet near the tip. I check all my programs
that use offset compensation, as things can go very wrong in those.
