It makes sense now that I think about it. My electronics book stated
that "the rms voltage is specified with a value equal to a DC voltage
that is capable of doing the same amount of work." I didn't stop to
think that the voltages would only be actually "equal" in a rectifier
circuit under full load; my mistake was forgetting that the cap pulls
voltage up to AC peak at part load.
