Jim, you have 0.12 volts (i.e. 120millivolts (1000 millivolts = 1 volt))
of ripple on your output - the ripple is just a remnant of the ac power
that comes out of the wall. This is perfectly reasonable and totally ok
for a stepper or servo power supply. .12 volts divided by 24 is 0.5%
ripple - pretty good! As has been mentioned before steppers and servos
aren't fussed by a small amount of ripple voltage.
