You can't wire-OR together the outputs of the 7400, you need to connect each
NAND gate output (that you're using) to the input of a 7407 Hex Open
Collector Buffer. The outputs of the 7407 can be connected together, and that
signal needs to be pulled up to +5Vdc through a 1k-10k resistor:
