I imagine that a vacuum table is like an air hockey table, but intead
of blowing, it sucks. Regarding the noisy router, there may not be much you
can do about that. The majority of the noise probably is the high-speed
whine of the router bit. If you'd like to do some R & D, you might try a
Foredom (or similar type) flex shaft tool, with variable speed. I'm not sure
if it would have enough power for the cuts you're making, but it would be
pretty quiet.
