Fine Wood Working Magazine (Taunton Press) has had a few small articles on vacuum clamping over the last 5 to 10 years. Sorry I cannot identify the particular issues.

I managed a large furniture factory some years ago. Our 36 inch thicknessers (planers) were so noisy they were housed in sound insulating rooms (with in and out flaps) this reduced noise a lot.
The cnc router I am currently building is in a box like chassis so I can panel it completely and then line it with acoustic material to avoid hassles with my neighbors. How noisy it will be I just dont know yet but if I have to go further I will sound insulate my entire workshop. Another very noisy item to consider is your dust collection system. I may initially try old house carpet as a sound deadening blanket.
