I have never used EMC in metric, but I know that there is a parameter in
the .ini file (can also be passed as a G-code) of G21 which tells the
interpreter to work in metric units. My guess is that you are in G20
mode which is english units.

Also, EMC will do well over 5kHz. I know it is referenced somewhere in
the documentation or on the web that this value is some type of limit,
but I have EMC setup doing 25kHz just fine.
