Not exactly.
The lights in your home, say table lamps, do not have either AC line
connected to anything metal you can touch. The socket is in a metal
frame insulated with cardboard, the switch has an insulated plastic
knob or button. The fixed fixtures are the same way or have an
insulated base without the metal.
Ever heard the term Double Insulated refered to on hand drills? The
also have nothing both metal and connected to the line on them that
you can touch with a bare hand.
Have you ever replaced a bulb without turning off a lamp (didn't know
which way was on because the bulb was bad), let your finger slip to
its base while unscrewing it and been shocked or just felt a tingle?
You touched one side of the line.
