If you want to make one, you can get capilary tubing from a air
conditioner supply house, or cut one from an old unit. One that is
been discharged so as to not leak the freon.
a 1/4 tube surrounding it will offer an air stream. the cap tubing
will be about 1/8" OD and fit easily inside the 1/4 tube. Air
passing over the cap tubing will create a vacuume and you can adjust
fluid flow by a needle valve on the liquid side, and air by either
pressure or quantity, ie: either a regulator or needle valve.
you can posistion the cap tubing so the air passes over the cap
tubing and pulling the liquid into the air stream as in a paint
sprayer, or by the relationship of the cap tubing inside of the
larger tubing and moving the cap tubing closer or farther from the
opening.
If you floor mount the coolant, you could pressurize the tank with
just enough to lift the liquid to the nozzel, ie: 1 psi or some such.
if you choose to use a vacuume to suck the liquid, you will need to
obtain a vacuume of about 1 psi per foot of height. An elevated tank
will require much less trial on your part.
Much trial and error. There are lots of unexpensive read less than
$100.00 units with both valves, stainless tank, all tubing etc AND
some sort of mount, probably magnetic for easy direction control.
