For the purposes of a step and direction system (steppers and servos
like Gecko G3x0) a controller is the software package your run on the PC
that reads G-code and outputs step and direction signals via the PC
parallel port (Mach1, TurboCNC, etc.) or it's own dedicated external box
(DeskCNC, Flashcut, etc.).
A driver is the electronic package (Gecko G2xx, G3x0, Xylotex, etc) that
accepts a step and direction logic signal and converts that into the
proper voltage, amperage and pattern, etc to actually move the motor.
Basically the controller tells the driver where to go and the drive
makes the motors do that.
