Sounds like you're using more horsepower than you really need. Why not try
either Vector CAD/CAM or a couple of freebies like Intellicad-2000 and
ACEConverter? Draw the part outline in either. Draw an offset half the
diameter of your endmill to it, and convert that drawing to G-Code (Vector)
or generate a DXF file and let ACEConverter convert it to G-Code.

Of course, you'd want to draw the offset on a different layer and enable
ONLY that layer when you're generating the G-Code.
