Stepper Motor Travel?

I'm finalizing my first router and don't think I have something setup right for the machine. I'm using 1/4-20 all-thread for the leadscrews and have astrosyn NEMA 23 motors that I think are 1.8 degrees per step. I setup the axis for 200 revolutions per step and 20 as the tpi which gave me an increment of .00025 inches/step. When I jog the machine say 1.0 unit I was thinking it would go 1" but it doesn't. It is more like .25" Am I calculating wrong or are the jog units not in in inches? I've set the units to inches in turbo cnc.
