No, it can't be 3-phase, as the entire transformer appears to be on one
magnetic circuit.
3-phase transformers have a special core with 3 'legs' of iron all
connected together,
and they have one set of windings for each phase on one of these legs.

And, no, for several reasons, if you HAD a 3-phase transformer, you
can't tie
the 3 phases together and use on single phase, at least anywhere near rated
voltage or power.
