I didn't read the whole thread, so this suggestion may be off the wall.
Have you considered hydraulic, rather than pneumatic? It's slower, but
10,000 psi (and much higher) is fairly common. While it doesn't make that
fast punch, Greenlee, Enerpac and others make large punches designed to go
through some pretty thick material.

250 psi? Don't be thinking so! Try 100 to 150 psi MAX!
If you can generate 250 with an industrial compressor it's going to be a
multi stage pump which is alot more money (and pressure) than most shops are
ever going to need. If you need that pressure, use a small booster inline to
kick the pressure up for the cylinder, or go with a larger piston and
smaller contact area on your punch.
Psi * piston area = available force
Also, Health and Safety are going to be all over your butt if you run a
system like that and it isn't properly certified!
