Alex,
250 psi? Don't be thinking so! Try 100 to 150 psi MAX!
If you can generate 250 with an industrial compressor it's going to be a
multi stage pump which is alot more money (and pressure) than most shops
are ever going to need.
If you need that pressure, use a small booster inline to kick the
pressure up for the cylinder, or go with a larger piston and smaller
contact area on your punch.

Psi * piston area = available force

Also, Health and Safety are going to be all over your butt if you run a
system like that and it isn't properly certified!
