What you need is a surge arrestor. They are a positive temperature
coefficient thermistor designed to reduce switch on surges.
You put the surge arrestor in series with the transformer. When it is cold
it has a reitively high resistance which limits the surge. When you pass
current through it, it heats up and the resistance drops to a very low
level.
Where are you based? I can supply RS components (UK) order codes if that is
any help.
