What do you mean, build? If you mean doing the castings, etc...I'd say
get one of the books from Lindsey's Catalog. I understand they're quite
good.

Most people, however, convert an existing mill into something they
control with a computer. The Asian import mills, notably the Harbor
Freight 7x10 mill, are of remarkably good quality for the price, and
more than a few people have done conversions on them.

Note: I have never done any metalworking, though I'm researching it
right now. My own CNC machine is a work in progress, and is designed
for woodcutting.
