If they are differential, then they need to go through a line receiver
to convert them to single ended. Alternatively, you can use 1/4 of
an LM339 as a receiver. Differential was not necessarily made to have
a full ttl swing.

but you might be able to pull them up, depends on what the output
drivers are.. If they are differential outputs from a chip, they
probably were not made to have a full ttl range.
