The most obvious thing is to connect a resistor (perhaps 470 Ohms) between
+5 V and the encoder output. If this fixes it, you may need to use the
resistor like that with the Rutex drive. If it doesn't help, then you can
run the signals through a 74HC04 or 74HC14 to clean up the voltage
levels, and restore them to as close to 5 V as the Rutex drive's load
permits.
