Plenum refers to the rating of the cable in regards to the smoke it
generates when it burns. When wiring a building any cable that runs through
the plenum space (usually the area above the drop ceiling and below the roof
or the floor deck of the next floor) fire codes require it to be plenum
rating so if it catches fire the fumes don't kill everyone. Plenum rating
have nothing to do with what the actual wire is useful for.
As far as the gauge working, I am presently using 18 ga on my system and
while I am now running at 4 amps I used it at 5 amps for about 6 months
without any problems.
