The rated current would be the lowest rating of the windings used. So, with
a 13 A and a 10 A winding, you should only load it to 10 A.

Yes. Watts in = Watts out plus losses. So, if you get 70 V at 10 A, that's
700 W. It should draw 750 W max from the line.
