the divide by 5 section of a 74LS90 running a 7442 (or better, 74138)
decoder will give you a repeating 5 state (10000, 01000, 00100, 00010,
00001) driver. That will not allow an up/down counter, though. (
outputs are active low)

Using a 74LS192 (up/down counter) will work, but the states have to be
decoded for all 10, then combined so that state 0 and state 5 end up
controlling the same phase.

I'd be tempted to use a PAL or GAL for the logic, and it could handle
2 motors (PAL/GAL 22V10).

Using one would allow you to combine the step/direction logic and the
decoding logic into one chip, so you'd end up with a 74LS192 and an
GAL22V10. You would also have gates left over, so you might be able
to implement a full step/half step logic, which would use the full 10
states of the 74LS192....

Interesting concept.
