Hi JAson,

it sounds like you are not as interested in the cold part as the
suction part ? for a compressed air vacuum, you might find more
volume and less hp.

for cooling, air is about 1/10th as efficient as water so you would
need 5 times more air to get close to the cooling effects of water.

Blowing chips away is a whole different matter.
