It multiplies the step pulses, which has the same effect as dividing the
encoder resolution. The only purpose it so make a poor match between
motors with high resolution encoders and programs which have trouble
generating step pulses fast. (Well, it also smooths out the step pulses,
which is of interest with steppers, but is not a big concern with the
servo drives.)
