Having designed and built cabinets for severe duty for a few years, I'll
have to agree with you here. If outside cooling is required, ALWAYS
pressurize the cabinet. Use a good filter or better yet, duct clean air
from an outside source (offices, break room, etc.) and then filter it
before entering the cabinet.
IMO, the best solution is to use a large enough cabinet, then spot cool the
heat producing components. Oftentimes the cabinet has enough surface area
to radiate the heat, as long as you get the air moving around inside.

Hoffman (the enclosure people) has a thermal management program available
for free download, it's good for a quick determination of possible
solutions for any problems.
