In general a machine ridgid enough to be able to cut steel is
thought of as a mill.
A router is generaly though of as a lighter machine designed
more towards machining wood plastics and occasional aluminum.

However machine design and manufacturing technics have developed
both types of machines to a point where they have already
overlapped those earlier distinctions.

In wich case they are distinguished mostly by there intended use
and marketing target group, not by what they are capable of.
