If you just use one of the hot leads (black) and the neutral (white),
that should give you a nominal 120 VAC. You can check this with a
multimeter. If you have a 4 prong 230V outlet, this is two hot
leads, one neutral and one ground. If you have a 3 prong 230V
outlet, then you just have the two hot leads, and the neutral (no
ground). You can then just make a connector with a 3 or 4 prong 230V
plug on one side (using just one of the two hot leads), and a normal
120V receptacle on the other.
