Not true. The regulator output will climb to 1 diode drop above the
filter cap voltage. The cap voltage will climb above its normal
voltage as it absorbs the regenerated voltage.

What saves everything is if there are 2 or more drives connected to a
single supply. Then the other drives absorb the returned current from
the stalling motor, taking a little load off of the supply for the
duration of the event.

Moral of the story: Run 2 or more drives from a common supply, have
all motors stopped before turning off the power supply.
