DeskCNC will run on a Win98 PC (later versions of Windows too). At
the last NAMES in April, we had it running a servo CNC router at 160
ipm with a Pentium pro 200, and 32 meg of ram.

The hardware controller rate is 40,000 plus sps. Since it also
includes a full blown CAM for writing programs for pocketing,
contouring and drilling, 3D surfaces, PCB's, and image files, and an
automated surface probing to .stl file routine, it is probably your
best buy.
