Yeah, that is common with large plate. It happens at the mill and occurs in lower grades that werent rolled properly. Metal supermarkets buys alot of "shorts" from other companies and alot of times there is no telling what it is. Believe me they knew it wasnt flat and were hoping you wouldnt check. I'd explain your situation and ask for another piece that is flat or your money. If they cant help you contact an outfit in your area that does "burn-outs", they usually have very flat stock on hand. Also , ask them about just cutting you one and having it blanchard ground. It shouldnt be that expensive. That would be a good flat surface to build off of. Also, call some local tool and fixture shops, they often have plates like this laying around that are ground from jobs that were pulled or ordered improperly. They'd probably give it to you. Just an idea on price: I bought a 90" X 50"X 3/4" plate with blanchard grind for $475.00. I'd go for a thickness greater than 1/4". A 1/4" plate 24" X
24" is suprisingly pretty flexible.

I bought a 24" x 24" x 0.25" piece of steel plate from Metal
Supermarkets, but it's not flat. In fact, it curves away about 1/8" at
the edges. Is this expected from ordinary steel sheet, or should I
demand my money back?
How can I get a decent flat bed without spending a fortune for a ground
surface plate or spending the rest of my life scraping?
