I seem to recall something like this on a forced commutation cap bank on a
SCR switcher (1000V 1000A).
Remember the resistance changes as the current flow increases.
If the hot filiment of one bulb draws less than current level to heat the
second bulb to incandence then only one will light, probably n random
sequence each time you power up.

same voltage and power rating? Try measuring the resistance of each with an
ohmmeter. Should be the same resistance, within 10% anyway.
