Second, there is no reason why not.
the load. (Resistor) is designed to drain the caps in a controlled
manner.
An option is to use a lightbulb. just your ordinary 100 watt house
light bulbs instead of the resistor.
When the bulb goes across the line, it will light, then dim, then
just act as a resistor.
must be an incandescent. not a compact flourescent.
You can substitue other resistors as well, the larger, the slower.
I have a 100 ohm on mine. got it from surplus.
