Judging from what I remember of past posts, the blue wires go to a thermal
switch, designed to cut out if the motor gets too hot. You could wire them
in series with your motor voltage to drop power to the motor if it got too
hot.

I think most people cap them off and ignore them.

Hello,

I just received a 2hp treadmill motor to use as a spindle motor for a
small lathe. It has 4 wires coming out of it. Red and Black (I know
what those are), and two blue wires. The blue ones have a male and
female connector already put on them, as if they plug in together.

Anyone know what those two are for?
