PWM speed controls are really for RPM and not finite movements like
step and direction.

But, for almost nothing, you can pick up a motorized treadmill and
scavenger both the motor and controller as well as a matching inductor.

Check out DART controls and review their manual. It may have a simple
SCR driver that uses a pot for control. you can use PWM instead of
the pot.
