HI Bruce,
One more thing; similarly put two switches on the two active low enable pins
(1 & 19). Both must be CLOSED to take their pins low and ENABLE the
tri-state buffer. The buffers are non-inverting; this means that when the
input switch is closed (a low) the respective output will be low, and turn
on it's LED.
