No, I agree it's more confusing than needs be...
Yes, it does seem odd that the drawing on page 6 is not rotated CW
90° so the words all read correctly...
Looking at it that way,
(with the board screenprinted labels horizontal):
A B MS1
C D MS0
AB and CD jumpered are Fullstep
AB only jumpered is 1/2 step
CD only jumpered is 1/4 step
no jumpers is 1/8 step
7 lines of text, no ambiguity.
