Not really related to what you're doing (it's going to be an ATC spindle)
but it demonstrates one way of keeping a collet closed.
Yours would be bigger and the draw bar would be hollow (and probably screw
onto the outside of the collet like the 5C closers do).The assembly could be
as short or as long as you want.
That stack of Bellville washers can generate a prodigious amount of closing
force..
Add a thrust bearing to allow a pneumatic arm to open and close the thing
while it's spinning. You get the idea.
