Of course it does. Without the encoders, the CNC control has absolutely
no idea where it
is. For every pulse from the MPG, the CNC control wants the machine to
move so many
encoder counts.

It can't be a servo without position feedback. And it needs that
feedback working all the time
to maintain the position without drift, even when it is supposed to be
standing still.
