An old desktop supply with the two in-line conectors needs no
"jumpering", but it will need a load on the +5V. If you put
something like a 1 to 5 Ohm resistor (25 W for the 1 Ohm, 5 W
for the 5 Ohm) between the red and black wires, it should power
up and run.

An ATX supply, with the double-row connector will need the same
treatment, and probably some load on the +3.3 V output, too.
Pin 14 is the power-on pin, I think a momentary contact to
ground will turn it on.
