The high voltage supply is heavily current limited, all it does is
ionize the gap then lower voltage supplies can be used to stick some
power in somewhat like a plasma cutter but much lower voltage. If
nothing else this sort of regime allows for a smaller supply as the
high voltage transformer is a low power supply and the low voltage
supply can be roughly the machining voltage (say 30-40v) so at the
required machining current the power required is smaller and hence the
transformer is also smaller.
