A 4017 is a good choice for counting steps, but
not for generating phases. To generate phases
what you need is called a Johnson
Counter. Common implementations involve 2-4 "D" flipflops.

The counter can be 4 CD4017s with "CARRY OUT"
tied to "CLOCK" and either 4 10 position rotary
switches or a multiplexor. Feed that output into
a 4 position NAND or AND gate.

It is a LOT of work to wire, and gets you 0-9,999 counts.
