Thanks to all who replied.

Phil's comment got me thinking and maybe I can now see the problem; I have
to consider state. It's fine to just count and blindly divide when
travelling in one direction, but when stopped and "dithering", a bunch of
CW-CCW-CW-CCW-CW pulses would be misinterpreted.

But if a PLC (which I don't know how to program) can do "the division", a
micro can as well, just not as fast. I wonder if it can be done fast
enough ...
