Actually, for under $10.00 you can get 16 PPR encoders made by Grayhill
(62P series) with or without detents and switches. See this example

for a sub $6 unit. You may need to go from quadrature to step/direction
signals, but that is simple logic. Get one with a built-in switch and
the knob can move and change axis all with one finger. Need details?
