It sounds like you are trying to use stock of the finished size to make
your part. That would require very clean stock and a very good collet to
hold it.

If you wants concentric parts you ought to use stock large enough so you
can make a finish cut to diameter, then do the drill operation, starting
with a center drill then a very short stub drill.

I dont think nay machine can take common 1/4" rod and get concentric
parts like this.
