Too bad you can't use a 4-40 thread, then it would be a standard standoff
that you could buy in bulk.

Problem is a combination of things and I think a large part of it is crumy
tailstock and crumy worn out jacobs chuck. These mini lathes have dreadful
tailstocks. My larger lathe goes too slow to drill the hole. With the
aluminum it also may be the stock having some inconsistancies. If it were
just one issue I would try to find a work around but I think it is a few
issues. I need 500 of these so don't want to get into lots of wasted
stock.

Is the problem the chuck contricity, or general wobble or slack in the ways?
Why not; take a piece of 3/4 bar, cross drill it near the end and put a
thread in it. Now put it in the lathe and bore it 1/4. Now put your part in
the hole and clamp with a machine screw through the hole your tapped..
Then you can machine the part as desired.
